MIDDLETOWN, RHODE ISLAND – The Rhode Island Care Management Network  (RICMN) Annual Report for the Fiscal Year Ending June 30th, 2015  has been released. Changing Child Welfare in Rhode Island has been our urgent passion throughout implementing the Network System of Care. Marty Sinnott, President and CEO of Child & Family, states, “RICMN has kept the lid on what has historically been a poorly designed and managed child welfare system. Governor Raimondo and Jamia McDonald, DCYF Chief Strategy Officer, understand the urgency of the fundamental reforms in front of government and the nonprofit sector. Let’s build on our accomplishments while being fully transparent in our evaluation of what has not worked.”

The RICMN Annual Report highlights many of the Governor’s recent perspectives on the unacceptably high number of children that are growing up in group care due to the shortage of Foster Homes, the need to recalculate provider rates based on performance and to develop community based programs to preserve families. The recent financial audit of DCYF identified a number of internal and contractual practices that need improvement. RICMN’s financial controls and reporting met or exceeded all of the standards.

RICMN’s three year contract was extended for an additional six months, ending in December of this year. Sinnott said “RICMN would welcome the opportunity to modify or rebid the contract sooner rather than later. Pushing negotiations to the final hour, as has been the practice in the past, is not good for providers or the families we serve.”
